The Egyptian Pollution Abatement Project (EPAP) is one of the main projects of the EEAA which aims to helping the Egyptian industries to alleviate their environmental problems. The EPAP is a project in the Egyptian Environment Affairs Agency (EEAA). The EPAP is financed by the World Bank (WB) and the European Investment Bank (EIB).
The main purpose of the project is to help alleviating the pollution generated from the industries in Egypt, and consequently, comply with the Law for the Environment. This is achieved by providing grants and soft loans to interested companies which show willingness to implement environmental projects. The WB package is based on company self finance of at least 10%. The remaining is provided by a grant of 20% of the total investments cost (excluding the civil works), and a loan of 80% on commercial terms. The maximum contribution of EIB finance is EURO 5 million per company.
EPAP also has a Technical and Institutional Support Component (TISC) financed by the Government of Egypt and Finland. This component provides technical support to the companies for planning of the investments.
The time frame of EPAP is 1997 - 2003.

The EPAP main functions are to:
To provide financing for environmental investments in public and private enterprises to bring their emissions into compliance with the Environmental Protection Law in a cost effective manner
To promote adoption of cleaner technology in Egyptian industry
To provide technical assistance to the companies in planning the investment projects and in the tendering and contracting phase.
To assess the environmental, technical, and economical eligibility of the proposed projects to fulfill the criteria of the WB and the EIB financing
To generally increase awareness of the industrial pollution abatement
To support capacity building in the industrial pollution enforcement
