The objective of this Enabling Activities project is to develop and formulate a National Implementation Plan (NIP) and thereby strengthen national capacity and enhance knowledge and understanding amongst decision makers, managers, the industry, agriculture and the public at large on POPs. By achieving this objective Egypt will be prepared and able to meet its obligations under the Stockholm Convention on POPs.

EEAA has established a National Hazardous Substances Information and Management System to initiate the management system for hazardous substances in Egypt. This management system provides basic guidelines and information to ensure safe handling of hazardous substances. This system includes all hazardous substances imported and locally produced. This system also enable coordination within the competent ministries and authorities in implementing the management system for hazardous substances via a database and a unified permitting form and full capability for tracing hazardous substances since their entry to Egypt through to their final use.
This system contains the following:
1. Databases containing 1817 chemicals, handling every substance alone.
2. Information network connected with six line ministries, Customs Authority and Civil Defence leads to an effective and quick decision-making process concerning the quantities of hazardous substances imported to Egypt, which would prevent any manual intervention to import hazardous substances without clearance from the authorities concerned.
3. Unified permitting form to eliminate the duplication of some hazardous substances in different lists.
4. Awareness for the staff and ministries' representatives.
5. Hazardous substances website to raise public awareness for all the stakeholders.
6. Determining the entering quantities of hazardous substances and their distribution area to designate the emergency plan.
7. Unified lists of hazardous substances classified as:
. List (A): List of banned chemicals (include Aldrin, Chlordane, Dieldrin, Endrin, Heptachlor, Mirex, Toxaphene and DDT since 1996).
. List (B): List of hazardous substances subject to permission procedure.
. List (C): List of chemical substances that enter without any restriction.
8. CD-ROM containing chemical database, permission form and procedure for granting licenses.
9. Label content sheet.
10. Classification of hazardous substances.
11. Emergency Response Sheet (ERS) containing:
. Chemical name and its classification.
. CAS No. & UN No.
. Hazard potential to health in case of fire, leakage, spill, and public safety (protective clothing, evacuation
. First aid and medical treatment.
. Waste treatment and disposal.
. Emergency telephone numbers.
