The Clean Development Mechanism is one of the instruments created by the
Kyoto Protocol to facilitate carbon trading. It is the first of the flexible mechanisms to come into effect, with the launch of the regulatory body, the CDM Executive Board in late 2002, and the approval and registration of the first project, based in Brazil, in late 2004.

CDM Institutional Framework in Egypt
The Arab Republic of Egypt had signed
the United Nations Framework Convention on Climate Change (UNFCCC) during the Earth Summit held in Rio de Janeiro on the 9th of June 1992, ratified it on the 5th of December 1994. In addition, the Egyptian government signed the Kyoto Protocol on the 15th of March 1999 and ratified it on the 12th of January 2005.
CDM Awareness and Promotion Unit (CDM APU)
CDM/APU is a new unit in Egyptian Environmental Affairs Agency (EEAA) and has been established since May 2009 under the activities CDM Component of the Joint Program of Climate Change Risk Management in Egypt (CCRMP). CCRMP has received the support of the UNDP-Spain MDG Achievement Fund. In the medium and long terms, the CDM APU should have its own financial resources to sustain the operational functions of the unit. Utilizing a percentage of the revenue from the deducted percentage of CERs from CDM projects to provide financial support for the unit is a possibility in the long term, in addition to the contribution from EEAA’s regular budget.
The mandate of the CDM APU is:
The promotion, propagation, and marketing for CDM projects;
Building CDM national capacity;
Providing technical assistance "CDM Helpdesk";
Financial & legal support for CDM projects;
Setting mechanisms for cooperation between project participants;
Support CDM policy making and regulatory organizations.
