The Contribution of The Local and Urban Communities
There should be a contribution from the public and the representative institutions of the civil society:
1 - The Non Governmental Organizations: the Ministry showed special interest for the NGOs that work in the issue of the environment through the cooperation with the non governmental agencies that operate with the urban community especially with the agencies that have a great role in the enhancement of the Egyptian environment in the rural and the urban areas. This is achieved through the effort done in implementing the Egyptian environmental plans and policies. The Ministry succeeded to encourage and cooperate with these communities and reduce the barriers that are faced. Moreover, a special unit was formed to act as a link to enhance the collaboration with these organizations. Having training programs for the employees is necessary in order to enhance the environmental awareness concerning the problems of the society and how to solve in the afforestation projects. For this reason, the Ministry announced that 2002 is the year for the NGOs. It is certain that all years are for these organizations since the Ministry is interested and regularly participated with the communities. It is important to mention that more than 140 projects have been implemented by 140 organizations with the assistance of the Ministry in more than 15 governorates. The Ministry's contribution reached L.E. 3.5 million.
2 - The role of the private sector: it is important to encourage the role of the private sector in the activities, projects and the various environmental services through providing the needed support in the context of applying law 4 for 1994. Moreover, it is vital to encourage the clean technological transfer, and develop the coordination between the local and the foreign private sector in the issue of environmental services. To enhance the collaboration between the private and the public and government sectors, it is necessary to provide the appropriate circumstances to transfer and exchange the information and experiences.
3 - The participation of women: since the Ministry is interested in the gender issues and its relation with the management of the natural resources, the ministry has organized various workshops and training programs to improve the understanding and the relation between the gender issues and the environment in the industrial and agricultural activities as well as the water resource management. Therefore, the Ministry designated year 2003 as the woman's year since she is the cornerstone in the process of environmental awareness and sustainable development. In fact, plans were carried out to enhance the women's role in all agencies and ministries in coordination with the National Council for woman as it is believed how important the role of women is in protecting the environment. The Ministry is also proud that the Council's president is contributing to the final constitution of the National Council for Woman.
