Decentralized Management
The environmental management organization in Egypt depends on the cooperation of many different parties. The most important of these parties are the environmental affairs offices in the governorates which is given many rights by the law in the environmental issues management. Therefore, the Ministry of State for Environmental Affairs cares for implementing a non centered environmental management through improving the environmental affairs offices in the governorates and specifying their roles and their relation with the regional branches of the Egyptian Environmental Affairs Agency and the other various local management units. The environmental affairs agency in cooperation with the Egyptian environmental politics program specified the most important hindrances that affects the environmental affairs offices' performance, and the organizational development and technical assistance to overcome such obstacles. Moreover, EEAA assists the initiatives that are implemented on the local level in the governorates concerning the issue of environmental management and the protection of the environment.
Five regional branches were constructed (Cairo- west Delta- East Delta- Central Delta- the Canal and Sinai) during the first and second phase for the project of constructing the regional branches and the net of regional environmental inspection that costs around 45 million Pounds where Yen 924 million are given as a grant by the Japanese government. Work is still proceeding in three regional branches following Assiout- the Red Sea in order to assist North and South Upper Egypt and the Red Sea in checking to check the implementation of the environmental plans and law no. 94/4 and enhancing the environmental awareness at an approximate cost of L.E. 35 million where 55 million Yen are granted by Japan. JICA approved to begin the procedures to continue the project of extending the constant, mobile and movable regional environmental inspection tools for recruit the needed status for the three branches.
In 2001/ 2002, concentration was upon assisting the capabilities for the environmental management in the governorates and its role on the rural community level. The Denmark government assists the governorates of Beni Seuif and Aswan to prepare an environmental action plan through developing the environmental management capabilities to implement an environmental management system. This will be generalized on the rest of the governorates through other programs for donor countries such as the SEAM project.
The world will experience other effort in realizing descentralized environmental management through the support of the founders of the agency's other branches and of some environmental agencies offices in the governorates by the assistance of the Environmental Sector Support DANIDA program. In the context of supporting the decentralized environmental management and in cooperating with the local and governorate development ministry, the projects for Sohag, Qena, Dakahleya, Beni Sewif, Aswan, and the Red Sea are currently being implemented in collaboration with the DFID and DANIDA. Other guiding projects at low cost are being implemented in accordance with the community to improve the environment and the living conditions especially in the poor communities that are restrained from such services.
